CAADP pillar IV

Pillar four of the Comprehensive Africa Agriculture Development Programme aims to improve agricultural research systems, research capacity and the dissemination of appropriate new technologies, while boosting support to help African farmers adopt them.

CIARD

The Coherence in Information for Agricultural Research for Development Initiative is an initiative of partner organisations committed to fostering a coherent global approach to information management and knowledge exchange related to agricultural science and technology. It aims to make agricultural research information publicly available and more accessible.

EIARD

The European Initiative for Agricultural Research for Development is a permanent informal ARD policy coordination platform between the European Commission, Member States of the European Union, Switzerland and Norway. It aims to increase alignment and enhance effectiveness between AR4D efforts at the European level, according to three priorities:

  1. Coordination of European contributions to CGIAR;
  2. Coordination of European investments to AR4D organisations at global, continental and sub-continental levels, especially in Africa;
  3. Coordination of European investments in AR4D and investments in rural development. The latter belies the EIARD's interest in collaborating with the Platform.

EIARD’s main activities involve:

  1. Consensus building on specific AR4D investment options in one-page position papers;
  2. Commissioning studies/policy briefs on areas where coordination between members can be improved.

Several current EIARD studies/policy briefs will be released by the end of 2011 or beginning of 2012:

  1. The impact of climate change on food security in Africa: policy issues for European ARD (PDF – study published, policy brief forthcoming)
  2. Making ARD more pro-poor; improving accessibility of results to the poorest
  3. Capacity development for ARD (both human resources and institutional development)
  4. Impact assessment policies and practices of EIARD members
  5. From the International Assessment of Agricultural Science and Technology for Development (IAASTD) and the World Bank World Development Report of 2008 to the GCARD process: rethinking the role of Agricultural Research for Development.
  6. Supporting CAADP: Mapping European and other donor support to CAADP Pillar 4, and identify possibilities for improvement, using Paris and Accra principles.

GCARD

The first Global Conference on Agricultural Research for Development was held in Montpellier in 2010.

It launched the GCARD Road Map as a plan to transform agricultural research for development around the world. A strategic element of the GCARD Road Map was to create effective coordinated linkages between agricultural research and agricultural and rural development processes.

The second GCARD will be held in September 2012.

G8/G20

The French Presidency of the G8/G20 made commodity price volatility a priority in 2011. It put particular emphasis on agricultural commodity prices, given the threat they pose to global economic growth and food security.

Within this scope of work, G20 agriculture ministers met in June to propose solutions for strengthening food security and enhancing the agricultural supply. The ministerial produced an Action plan on food price volatility and agriculture for submission to heads of state at the G20Summit in Cannes in November.

This will be followed by a G20 Conference of Agriculture Research for Development in Montpellier on 12-13 September.
