Find the main outcomes of the third CAADP Multi-Donor Trust Fund partnership committee meeting in Washington on 19-29 September as it reviewed progress since its last meeting in Yaoundé in March 2011 (status report forthcoming).

 

//  Main outcomes

  • Since it launched operations a few years ago, key CAADP constituencies increasingly appreciate the MDTF as a tool to assist them pursue the process and prepare for field operations. In this regard, a number of activities have been funded through established child trust funds that help institutions with their engagement in the process. However, frustrations were being expressed with regard to the delivery/disbursement effectiveness of the tool and the meeting agreed to address the matter.

    After thorough examination of a set of new funding requests, an agreement was reached by the partnership committee on how to communicate to the petitioners in a manner that helped avoid raising unrealistic expectations while remaining consistent with the current shortfall of contributions to the fund.
  • It was agreed that by the time the CAADP partnership platform meeting will take place in Dar-es-Salaam, a clear indication should be made on the availability of funds. This shall be communicated accordingly and appropriate actions taken.
  • The fund is likely to receive additional transfers from donors that have already confirmed contributions to the basket fund and that actually made at least one payment in the past. In view of the challenging days ahead, a call was made to explore new donors and encourage them to support the fund.
  • Besides activity supporting capacity development of African institutions leading the adoption and utilization across the continent of the Africa Union-NEPAD CAADP, the MDTF was envisaged to facilitate enhanced donor coordination in their support to activities under CAADP.




On several occasions since the Fund was established, there have been calls for African financing institutions to show a much robust stance in embracing the CAADP process and put resources in the MDTF to extend assistance to countries and RECs in running this respective CAADP processes. Platform members should be kept aware of the ongoing efforts meant to expand the fund to further engage key CAADP constituencies in both planning and implementation processes.
