Key developments:
  • The final LCA text on agriculture will be made available to parties by 13:00 today.
  • The LULUCF contact group has has received a mandate to produce a new Non-paper. This text should come out today.
  • Under LULUCF, no consensus has been reached on the issue of ‘natural disturbances’.
  • A new Shared Vision text will also come out today. It is not known at the time of writing whether the text's reference to food security has survived.

Final LCA text on agriculture

It is reported that the LCA text on agriculture is almost finished. The text was to have been made available to parties after 13:00 today, for final submition to the LCA plenary next week.

An unbracketed passage in the text is said to contain an agreement for parties to submit contributions to a Work Programme on Agriculture by March 2010.

The text consists of two parts:

  1. A preamble, which sets out principles related to UNFCCC Art. 2 (ultimate objective), Art. 3 (trade) and Art. 4 (transfer of technologies).
  2. Operational details, on which discussions are still underway.
LULUCF and Numbers contact groups moving forward

On the KP front, the LULUCF and Numbers contact groups are continuing their work, though KP discussions formally ended on Tuesday. Discussions in both groups are reported as being constructive, though the Chair of the Numbers group says no convention is has been reached.

The LULUCF group has held four meetings. In the first meeting, it received a mandate to produce a new Non-paper, which should be made available today. The other three meetings have been dedicated to developing the text, but no consensus has been reached on the issue of ‘natural disturbances’. If and how this reference survives in the final text will have impact on small farmers in developing countries.

New Shared Vision

A new, 6-page Shared Vision text will also come out today. Once available, it will be important to check whether the text’s reference to food security has survived.
