I am grateful - and, indeed, I feel honoured - for the opportunity to deliver the opening address to this High-Level Forum on Harmonization of Development Assistance. There is no honour in Tanzania being so dependent on aid. The only honour I feel today relates to the recognition you have kindly granted to the indisputable efforts of my Government to improve the effectiveness of aid as a strategy to gradually reduce our present levels of aid dependency. |
