This report was prepared by the World Bank’s Global Programs and Partnership (GPP) Group for the OECD-led Policy Workshop on “Global Programmes and the Paris Agenda” on December 5, 2006.
The report investigates the interaction of global and national programs, their alignment and necessary harmonisation processes. Based on the Paris Declaration, the report discusses the need for countries and donors to better integrate global and broad based country programs into coherent development strategies, country by country.
It is argued that "Ideally, global mandates and programs, and country based development activities should come together seamlessly at the country level, utilising complementarities between the approaches. But, while that potential certainly exists, finding the right balance between global programs and country based activities, and linking them in coherent implementation, remains elusive." |
