The Royal Government of Cambodia (RGC) is in the process of operationalising its commitments on harmonisation and alignment. In this context the Technical Working Group Land (TWGL) has requested assistance from the Global Donor Platform for Rural Development (the Platform) in facilitating the process of developing an enhanced programme based approach (PBA) for support to the land agenda in Cambodia. A Platform Facilitator undertook a first mission in Phnom Penh in March 2006.

In analysing the outcome of the first facilitation mission, the TWGL has requested the Platform to continue in providing facilitation services to the PBA process. The two parties have agreed on a second facilitation mission which was carried out by the International Facilitator (IF) in Phnom Penh from May 30 through June 9, 2006. Most of the key stakeholders, however, were present during the Mission and could be interviewed by the IF. A list of consulted persons is in the Annex 2.

The objective of the Mission was to assist the TWGL in defining a road map for planning and preparation of a sector programme in the land sector. The goal of the road map is to have a complete, realistic and agreed design for an implementable sector programme.
