The Maputo Declaration is the outcome of the Conference of Ministers of Agriculture of the African Union, held in Maputo, Mozambique 1-2 July 2003.

The declaration acknowledges the importance and urgency to implement the Comprehensive Africa Agriculture Development Programme (CAADP).

In recognition of the decisive role of the agricultural sector to reach the MDGs, the Ministers of Agriculture, entitled by the heads of their state, committed themselves to allocate at least 10% of national budgetary resources for agricultural and rural development within five years.
