This paper reflects the COMESA (Common Market for Eastern and Southern Africa) region's strategy and envisioned efforts to eradicate chronic hunger, ensure sufficient food supply, and adequate emergency responses. These goals are reflected in the 3rd pillar of the Comprehensive Africa Agriculture Development Programme (CAADP).

CAADP is a high level African initiative launched by NEPAD in the recognition of the decisive role Agriculture and rural development play for fighting poverty at the African continent. The four CAADP pillars constitute the core activity fields for the implementation of the programme.
