Ministers, Heads of Aid Agencies and other Senior Officials representing 28 aid recipient countries and more than 40 multilateral and bilateral development institutions endorsed the Rome Declaration on Harmonisation in February 2003.

The Rome Declaration with its overarching goal to improve Development Effectiveness follows up on the Monterrey Consensus, 2002 and prepares the ground for the agreement on the Paris Declaration on Aid Effectiveness, 2005.

The signatories affirm a commitment to eradicating poverty, achieving sustained economic growth, and promoting sustainable development by applying key principles and activities of harmonisation.
