With the „titre foncier“, a unique instrument for assuring ownership rights, the program has developed simplified cadastral plans (Plan foncier rural)  to adress the uncertain situation of access to land in Benin.  Leading to significant decrease of conflicts over land, fast solutions of current legal procedures, acknowledgement of female’s right of succession and assignment of long-term usage rights (25-30 years), the instrument has been adopted by the government in the draft of the new rural soil legislation as a central element for assuring ownership rights.
