Agriculture extension in Kenya was until the late 1990's based on the traditional understanding of the extension as a ”pipeline” that delivers technological messages to the farmers who are expected to implement them. In 2000, the Kenyan Government formulated a new policy to reform agricultural extension (National Agricultural Extension Policy, NAEP). Its key features are a demand-driven extension with focus on empowerment, pluralism in the provision of extension services and transparency and accountability in the management of resources.The NALEP approach constitutes a considerable possibility to successfully address some of the most relevant issues for organising a bottom-up answer to poverty alleviation. Impacts have allready been achieved in the fields of ifood security, empowerment, and increased private sector involvement. |
