Sharpening the Rural Focus of Poverty Reduction Strategy Processes– Conclusions and Next Steps from the Brainstorming Meeting

Conclusions and Next Steps from the Brainstorming Meeting of 21 February 2005.
The brainstorming meeting hosted by IFAD on 21 February brought together representatives of a core group of interested partners, in order to exchange views on the terms of reference, timetable and organizational modalities of the proposed “rural sector-focused PRS review”. The meeting has also provided an opportunity to discuss prospective arrangements for the integration of interim outputs of this review –as work in progress- into the 2005 PRS Review and follow up, and relevant MDGs consultations and related opportunities for future partnerships.
Several donors have shown interest in participating and/or supporting the proposed “rural sector-focused review”, with three components including:
A desk study (to review literature and capitalize on previous findings and recommendations);
A structured survey (targeted at country stakeholders and development partners); and finally
A set of case studies in selected countries (for detailed illustration of issues and options, successes and failures).

The Second European Forum on Sustainable Rural Development from June 18-21, 2007, in Berlin was very timely. Five years after the First European Forum took place in Montpellier in September 2002, the Second Forum focused on the question of how sustainable growth and the struggle against poverty can be promoted in the rural areas of Africa, and how Europe can be a more effective partner in this task.
This report aims to provide the reader with an overview of the main discussion themes and to provide an insight into some of the most crucial challenges in bringing about rural and agricultural development in Africa.

Rural Development in a Drug Environment (RDE)– Position Paper
-
The European Commission has funded the international workshop “Development in a Drugs Environment: Beyond Alternative Development?” which was conducted by GTZ and FAO from 29th May - 1st June, 2006 in Berlin. The workshop was attended by 50 rural development and drug control experts from European Commission, FAO, GTZ, World Bank, UN Office on Drugs and Crime, the German Ministry for Economic Cooperation and Development (BMZ), high ranking government representatives from Afghanistan (Minister for Rehabilitation and Rural Development), Colombia, Peru, Bolivia, representatives from international NGOs and consulting firms, universities and independent consultants. The workshop concluded that it is of highest importance for major rural development actors such as national and government institutions as well as international donor organisations to engage much more intensively in what is known as “Alternative Development” (AD) if sustainable development and a sustainable reduction of illicit drug crop production shall be achieved. Rome Declaration on Harmonisation
-
Ministers, Heads of Aid Agencies and other Senior Officials representing 28 aid recipient countries and more than 40 multilateral and bilateral development institutions endorsed the Rome Declaration on Harmonisation in February 2003.
The Rome Declaration with its overarching goal to improve Development Effectiveness follows up on the Monterrey Consensus, 2002 and prepares the ground for the agreement on the Paris Declaration on Aid Effectiveness, 2005.
The signatories affirm a commitment to eradicating poverty, achieving sustained economic growth, and promoting sustainable development by applying key principles and activities of harmonisation.

Report on the Evaluation of Poverty Reduction Strategy Papers (PRSPs) and the Poverty Reduction and Growth Facility (PRGF)

The Poverty Reduction Strategy (PRS) approach consists of a series of process innovations designed to encourage broader-based participation in the development of a country-owned, long-term strategy for growth and poverty reduction which could also be a framework for coordinating donor support. It was accompanied by a transformation of the IMF’s concessional lending facility into the Poverty Reduction and Growth Facility (PRGF). It is too early to evaluate the success of the new approach in achieving its longer-term objectives, especially the extent of reduction of poverty; progress in this dimension will become evident only over a longer period of time. The evaluation has, therefore, focused on intermediate stage outcomes, i.e., the quality of the broader-based policy formulation process, the nature of the strategy and policy framework that has evolved the interaction between this framework and the PRGF, and the effectiveness of the IMF’s role.
