Poverty, as measured by income, affects close to 900 million people in Asia. Economic growth, borne by the private sector, is regarded necessary for sustainable poverty reduction. However, it only contributes to sustainable poverty reduction (pro poor growth), if an increasing part of the poor population can actively participate under acceptable working conditions (decent work).

As an approach to deal with these challenges, Local and Regional Economic Development (LRED) emerged in recent years. LRED is about enabling stakeholders of a region within a country to undertake joint independent initiatives that aim at sustainable economic development of their region and its strategic positioning in the country, even in the global context.

Strategic and methodological elements of LRED involve diversification, innovation, market orientation and value addition to products and help provide an enabling environment for market driven economic activities. Distributional aspects are crosscutting issues of the approach to ensure that LRED benefits also poor people.

Donors and implementing agencies recognize the mutual benefits in mainstreaming and collaborate on LRED. Conscience increases that harmonisation of efforts is needed at various levels.

The conference will bring together development practitioners to discuss the experiences, opportunities and challenges for LRED to overcome poverty in Asia.

Lao PDR has been chosen as conference venue due to its consistent efforts to contribute towards the achievement of the MDGs and its PRSP (National Growth and Poverty Eradication Strategy – NGPES). Major development organizations are working in Lao PDR.

Envisaged outcomes are

  • Relevant best practices of LRED for pro poor growth
  • Methods and results of impact assessment and accountability
  • Experience on LRED partnerships
  • Successful approaches and experience of national partners in coordinating LRED efforts
  • Follow up activities and constitution of a regional community of practice
Program elements are keynotes, concurrent working groups / sessions, Information Market, field trips.
