The Advisory Group on Civil Society and Aid Effectiveness (the AG) has mandated CCIC (the Canadian Council for International Co-operation) to organize the AG International Forum in Gatineau, Québec, in February 2008, on the roles of civil society organizations (CSOs) as development actors within the current Aid Effectiveness Agenda.  The Forum will be a multi-stakeholder process.  It will include representatives from CSOs in Southern and Northern countries, from DAC members (donors) and multilateral development agencies, and from governments of developing countries.


The AG International Forum (the Forum) is part of the preparatory process for the High Level Forum on Aid Effectiveness, being held in Accra, Ghana in September 2008.  The Forum will receive analysis and recommendations from regional consultations to be held in Asia, Africa, Latin America and OECD countries.  The Forum will in turn contribute analysis and views on these issues to the Advisory Group.  

The (AG) has identified three outcomes for its work:
(1) Better understanding and recognition of the roles of civil society organizations (CSOs) as development actors and as part of the international aid architecture, and engagement of CSOs in general discussions of aid effectiveness (recognition and voice).
(2) Improved understanding of the applicability and limitations of the Paris Declaration for addressing issues of aid effectiveness of importance to CSOs, including how CSOs can better contribute to aid effectiveness (applying and enriching the international aid effectiveness agenda).
(3) Improved understanding of good practice relating to civil society and aid effectiveness by CSOs themselves, by donors and by developing country governments (lessons of good practice).

The AG expects the Forum to:
(1) Generate advice for the AG, understood in terms of analysis and other contributions on civil society and aid effectiveness. The Forum’s advice to the AG will speak to issues relevant to its key outcomes as summarized above. 
(2) Compile a set of documents on civil society and aid effectiveness (records of national and regional meetings, case studies and other analyses, examples and lessons of best practice).
(3) Serve as a preparatory conference for participants who will attend the High-Level Forum in Accra.
