When requested, we act as facilitator and honest broker in the often difficult and time-consuming process of in-country donor harmonisation and alignment. We help both donors and partner country governments to make aid more efficient and effective.
Operational Guidelines for the Platform’s facilitation service: This note clarifies the role of the Platform as an external “facilitator” of in-country harmonisation and alignment processes in agriculture and rural development.
Currently, we work on the ground in several countries, including
Burkina Faso,
Cambodia,
Nicaragua and
Vietnam, to help translate the Paris Declaration into practical reality by:
- Identifying the conditions which promote donor coordination and harmonisation in practice to better understand what is needed to make aid more effective;
- Linking donor coordination at global level with sectoral and operational strategies and requirements at country-level;
- Actively facilitating donor harmonisation and alignment of donor activities in our partner-countries as an independent ‘honest broker’.
Additionally we are hosting inter-country workshops on the formulation and implementation of programme-based approaches.

Our in-country activities and our cooperation with regional networks — and the resulting lessons learned — are complemented by thorough analysis of the new modes of delivery in rural development under the new aid architecture.
