Driven by their common commitment to agriculture as a vital component of sustainable economic growth, Platform members firmly acknowledge the importance of buying into and supporting the CAADP agenda. They have thus turned to the Platform as a vehicle to help further align donor interventions in Africa and ensure that these are both consistent and coherent with the objectives and principles of CAADP at country, regional and continental levels. In this manner, the Platform facilitates improved effectiveness in donors’ engagement with and support to CAADP implementation.
The Platform’s engagement with CAADP culminated in 2006 when, following a two-day meeting in Geneva devoted to finding ways to strengthen coordinated donor support for CAADP, the Platform decided to formalise its support for CAADP implementation. This commitment was affirmed in a
Platform Statement issued on the heels of the event:
“Donors recognise that they, along with the national governments, the private sector, civil society and foundations, must become more credibly engaged in CAADP. Donors are resolved to play a full part in the CAADP Partnership Platform to help ensure that this body becomes a vibrant, dynamic actor in accelerating progress towards CAADP’s goals.”
By way of following through on commitments made in the statement, the Platform created the position of CAADP Task Leader within the Platform Secretariat, and a Platform-CAADP Task Team was formed. The CAADP Task Leader today constitutes a dedicated, full-time link between donors and the CAADP process.
The CAADP Task Team consists mainly of representatives from DFID, the European Commission (DG Dev), FAO, French Ministry of Foreign Affairs, GTZ, IFPRI, Netherlands Ministry of Foreign Affairs, Sida, USAID, the World Bank and the Platform Secretariat. Every 2-3 weeks the CAADP Task Leader organises telephone conferences, which are the principal means through which the Team interacts on issues of donor support to, and progress with, CAADP. Whenever feasible, side meetings are also organised close together with major agricultural conferences/workshops. These team meetings often focus on, but not restricted to: the operationalisation of the CAADP Multi-Donor Trust Fund (MDTF); organisation of CAADP Partnership Platform meetings; institutional strengthening of 'core' CAADP institutions in Africa; CAADP links with global/continental agricultural initiatives; and information exchange on current and upcoming events of CAADP significance.
Today, the Platform’s support of CAADP can be broadly categorised under four main headings:
- Dialogue and Harmonisation, leading to enhanced awareness and engagement in the CAADP agenda;
- Shared Learning among development partners and between African institutions and development partners;
- Support to African Processes and Institutions;
- Technical Assistance related to donor harmonisation within the CAADP agenda.
The Platform pursues these outputs by brokering activities that facilitate greater trust and understanding between the donor community and key entities all levels (continental, regional and national).
