Monitoring of CAADP implementation
Monitoring of overall progress in the implementation of CAADP predominantly takes place in the framework of the existing CAADP Partnership Platform (PP) Meetings. The CAADP PP has been instituted by NEPAD/AUC and provides a mechanism for coordination, mutual review, and dialogue. At CAADP PPs common indicators of progress in CAADP implementation are being revised and used to assess general progress in agricultural development in Africa. This high-level continent-wide policy forum involving public, private and civil society groups shall further establish procedures for mutual accountability. The instrument of the CAADP PP was formally established at the inaugural meeting held in Pretoria in September, 2006.
The lead for organising and coordinating the CAADP PP lies within the AU. However, the Global Donor Platform facilitates a joint agenda with development partners to discuss progress of CAADP implementation.
The CAADP PP complements similar meetings organised at regional level by the RECs. At national level, Country Round Tables provide a platform for reviewing and defining a country’s agricultural policies and programmes in the light of the CAADP targets of sector growth (6%) and budget provision (10%), as well as for alignment of donor support to the revised national programmes.
The CAADP PP is a response to the perceived need for a senior-level mechanism with a continent-wide perspective to ensure effective monitoring of overall CAADP progress and to facilitate the necessary coordination of efforts for a successful CAADP implementation at all levels.
In addition, the OECD Africa Partnership Forum (APF) meetings provide another platform for monitoring and high-level discussions. An example is The Progress Report on Agriculture in Africa, prepared for the APF Meeting in Moscow, in October 2006.
