The Platform has, for around two years, acted as a broker and facilitator in a number of countries in national level processes for aid harmonisation in support of programme-based approaches — the so-called in-country facilitation programme. For a variety of reasons it was decided to discontinue this service and a report has been prepared on the results, which form part of the background for the HLF in Accra. One of the emerging themes of the HLF is a stronger focus on issues of ownership and alignment rather than on external harmonisation. The Platform has contributed to a better understanding of these issues through the CSO study which especially highlighted the central importance of democratic ownership and the role CSOs can play in this, and the fact that major challenges remain at country level in enhancing aid effectiveness.

3. In light of the need for more progress in the implementation of the Paris Declaration principles, is there a role for the Platform in briefing governments and development partners and serving as a neutral forum for discussion of issues at global, regional and country level to improve country level programmes?
