From the beginning, the Platform has operated with a high degree of informality, with a small and increasingly over-worked Secretariat. Within the governance structure, the burden of responsibility for decision-making has been with Steering Committee members for most of whom working on Platform matters is purely voluntary. Focal Points in many bilateral organisation members are also overloaded and often unable to respond to requests for comments or other inputs.
2. The Evaluation pointed to the over-dependence on voluntarism in the way the Platform operated. How could the Platform’s governance structure be changed to enhance the decision-making process?
