Recent Progress of Platform Activities

A national facilitator has joined the Platform team in December 2006 in Cambodia. Mr. Piseth Long supports the Technical Working Group Land, together with the International Facilitator Klaus Talvela. Among other services, the Platform team recently facilitated the drafting of “Partnership Principles” in the land sector which are about to be signed by donors and the government.

As a continuation to the LAMDP preparatory process and the facilitation services offered by the Platform, Klaus Talvela, the International Facilitator (IF) of the Platform in Cambodia, undertook a mission to Phnom Penh from December 8 through 15, 2006. IF was accompanied by Ms. Miriam Heidtmann of the Platform Secretariat from December 10 to 14. The newly recruited National Facilitator (NF) Mr. Piseth Long participated during the whole mission. This document summarises the implemented and planned actions during the last months of 2006.

The objectives set to the mission were as follows:

  • Further elaboration of the Code of Conduct.
  • Preparation of the sector strategy status assessment.
  • Initiation of the national facilitator and definition of his role in the PBA/LAMDP process.
  • Training workshop in principles and methods of PBA/SP for MLMUPC/CLP and DPs.

Klaus Talvela, the Platform’s International Facilitator (IF) for Cambodia, undertook a mission to Phnom Penh from October 1 through 10, 2006. This mission report summarises the implemented and planned actions during the second half of 2006. It is not an assessment of the context and the LAMDP process as a whole. They are better described in the reports of the previous missions in March and June, 2006.

The objectives set to the mission were as follows:

  • Starting of the work with the National Facilitator.
  • Continue the work on the Code of Conduct with the development partners.
  • Contribute to the work of the TWGL.
  • Initiate the work with MLMUPC & CLP core groups.
  • Prepare the visit of Dr. Mauricio Gómez, Vice-Minister of Foreign Affairs of Nicaragua.

 PDF docment to download Cambodia: Facilitating the Preparation of an Action Plan for the LAMDP, Donorplatform Mission Report | June 2006

In analysing the outcome of the first facilitation mission in March 2006 (see below), the Technical Working Group Land (TWGL) has requested the Platform to continue in providing facilitation services to the PBA process. The two parties have agreed on a second facilitation mission which was carried out by the International Facilitator (IF) in Phnom Penh from May 30 through June 9, 2006.

The objective of the Mission was to assist the TWGL in defining a road map for planning and preparation of a sector programme in the land sector. The goal of the road map is to have a complete, realistic and agreed design for an implementable sector programme.

This report is product of the first facilitation mission of the Global Donor Platform for Rural Development in the Land sector of Cambodia. Also enclosed is a brief description of the Platform’s role in facilitating PBA processes.

Findings and conclusions of this report are meant to be a contribution to the land sector PBA process. The owners and stakeholders of this process are free to consider, analyse and to adapt them in a way that best serves the objectives of the PBA/PAP. Comments and ideas are welcome and they are needed for targeting well the second mission that is tentatively planned for late May-early June, 2006.

Our members selected the countries of Nicaragua, Burkina Faso, Tanzania and Cambodia to assess current achievements, opportunities and constraints to H&A in rural development, and to identify possible approaches and actions for us to increase overall aid effectiveness in the rural sector in these countries as well as on a global scale. The studies are working papers for us and do not pretend to reflect the opinions of all stakeholders involved in rural development in the respective countries.

Based on the indicators framework developed by the DAC Task Team on Harmonisation and Alignment, a OECD-DAC Survey on Progress in Harmonisation and Alignment has been carried out in 14 partner countries. The findings of the survey were used to report progress to the Second High-Level Forum on Harmonisation and Alignment of Aid Effectiveness (early 2005). Chapter 4 of the survey presents the findings for Cambodia.
