Recent Progress of Platform Activities

In Nicaragua, our national facilitator Araceli Jimenez and our international facilitator Richard Anson, together with the donor group of the productive sector, have facilitated the transition process of the national  Website to view PRORURAL programme to the authorities of the new government. The new officials are committed to continue the agenda towards improved ownership, harmonisation and alignment. A new focus is put on the decentralisation process of PRORURAL.

This report presents the progress made in the promotion of Ownership, Harmonisation and Alignment in the Rural Productive Sector in Nicaragua between October and December 2007. The major event of this period was the fifth common mission of all stakeholders. The findings and resulting next steps are presented in this Progress Report.

The priorities of attention for the planning for 2008 are dedicated to address the emergency situation provoked by two climatic events (Hurricane Felix and intense rainfall and floods), which destroyed a good part of the productive base of the country during October 2007.

Our members selected the countries of Nicaragua, Burkina Faso, Tanzania and Cambodia to assess current achievements, opportunities and constraints to H&A in rural development, and to identify possible approaches and actions for us to increase overall aid effectiveness in the rural sector in these countries as well as on a global scale. The studies are working papers for us and do not pretend to reflect the opinions of all stakeholders involved in rural development in the respective countries.

The objective of the workshop carried out June 8, 2005 was to prepare in a participatory manner a comprehensive and prioritised action plan for operationalising improved Ownership, Harmonisation & Alignment in the productive rural development sector of Nicaragua. A second objective of the workshop was to discuss the issues and options for improving the institutional coordination arrangements and mechanisms in the productive rural development sector.

Este estudio tiene como objetivo explorar las alternativas viables para la armonización, alineación y coordinación de la cooperación ya que actualmente, el sector rural se caracteriza por una cooperación desarticulada tanto en la gestión de los fondos como en la ejecución de los diversos programas y proyectos. El MAGFOR está planteando de un Plan Multianual del gasto Público para el sector Rural Productivo (PRORURAL) como alternativa viable para el eficiente uso de los recursos de la cooperación externa.

El objetivo general del programa es el fomento de actividades competitivas de producción, distribución y consumo de bienes y servicios agroproductivos en los territorios rurales del país manteniendo y expandiendo sosteniblemente su participación en los mercados nacionales e internacionales, permitiendo la acumulación en los agronegocios de las familias rurales, reduciendo su vulnerabilidad a factores externos y realizándose bajo un marco institucional nacional y local que facilita su consolidación y expansión.

 PDF document to download OECD-DAC Survey on Progress in Harmonisation and Alignment, 2005

Based on the indicators framework developed by the DAC Task Team on Harmonisation and Alignment, a OECD-DAC Survey on Progress in Harmonisation & Alignment has been carried out in 14 partner countries.
The findings of the survey were used to report progress to the Second High-Level Forum on Harmonisation & Alignment of Aid Effectiveness (early 2005). Chapter 10 of the survey presents the findings for Nicaragua.

The Task Team on Harmonisation and Alignment of the OECD-DAC decided on launching the “Joint Country Learning Assessment” (JCLA) initiative. Upon request by the Government of Nicaragua, DAC decided to choose Nicaragua as a pilot country for implementing this initiative. JCLA´s objective in Nicaragua is to know and assess the processes used by the Nicaraguan Government and the donor and lending community while working together for harmonising and coordinating the cooperation at country level.
