REED

The use of REED in development work

REED may be used:

  • as a checklist in the planning process for poverty-oriented development in rural areas,
  • as a tool for joint planning and setting priorities with different public and private stakeholders, and coordination between government and donors,
  • as guidelines for participatory planning, and
  • as guidelines for the evaluation of rural development project and programs, especially in a multi-donor setting.

In South Africa and some other countries, the REED framework is already used for planning and evaluation in rural development, decentralization and fostering small and medium-sized enterprises in rural areas.

Other approaches to Rural and Local Economic Development are available and are generally complementary to the REED-framework.
