CAADP Partnership Platform

A draft charter for the establishment of the CAADP Partnership Platform claims these objectives:

“The aim of the CAADP-PP is to contribute to a more effective implementation of the CAADP agenda across the African continent as a whole. The Partnership Platform is a key forum for dialogue and review, at a senior level, of policy issues, strategy, and priorities in support of Africa’s agricultural development. More specifically, the objectives of the CAADP – PP are: (i) To contribute, through dialogue and mutual review, to sustaining and deepening the commitment to and alignment with the key CAADP targets and principles, on the part of African governments and donors alike; (ii) To facilitate a constructive dialogue and exchange between senior level representatives of African governments, development agencies, and private sector (including farmer) organisations on CAADP implementation, as well as on the broader strategic issues facing the agricultural sector in Africa; and (iii) To review lessons and good practices regarding the identification, design, and implementation of national and regional policies, strategies and programmes that contribute to enhanced agricultural growth, food security and rural development in Africa.”

CAADP Partner Platform and GDPRD are to collaborate closely

As agreed during our General Meeting in Brussels in April 2006, we aim to strengthen our collaboration with regional entities in order to vertically link the knowledge and coordination management at global level with the national and the regional level. This will help to avoid the duplication of activities and support regional efforts in the eradication of rural poverty, ensure food security and will maximise ODA effectiveness.

In particular, we are moving to mobilise more donor support to NEPAD's (New Partnership for Africa's Development) Comprehensive Africa Agriculture Development Programme CAADP (see Platform to rally donors around CAADP).

In this context, we are connecting to the CAADP Partner Platform (see article at right), which is to become the interface on agricultural issues between donors engaged in African agriculture and NEPAD and Regional Economic Communities (RECs) and is to serve as a contact point between the donor community and the RECs as well (also refer to Outcomes of latest CAADP meetings).

While each country and each Country Roundtable will obviously have its own dynamic and make its own experiences during the implementation of CAADP, we are sure that each learning process might be shortened and smoothened through actively capitalizing and disseminating experiences. Together with the CAADP Partner Platform, we are moving to provide this link as a communicating network and to foster the knowledge transfer between the Country Roundtables on a global, regional and national level. Our members are going to support their respective local representatives and boost a Platform coordinating role, participating as well in the CAADP Country Roundtable discussions to act as intermediaries and facilitators.

With the growing collaboration between the CAADP Partner Platform and the Global Donor Platform for Rural Development, we are jointly contributing to:

  • a harmonised donor approach to CAADP;
  • the sharing of experiences and lessons learned between the CAADP Country Roundtables through providing links at global, regional and national levels;
  • the development of partnerships through the outreach to regional initiatives engaged in African development;
  • the exchange of information about and harmonisation of CAADP-related activities and meetings between the donors;
  • the collaboration and communication with RECs to avoid duplication of efforts and strengthen credibility;
  • the availability to CAADP of valuable rural development experiences from around the world and the dissemination of these experiences through our established communication mechanisms; and
  • the collection of in-country data related to CAADP activities and the progress made to foster transparency and to secure up-to-date informations for development partners.

With this we are moving to support the dissemination of best practices, innovation and knowledge between the global, regional and national level, as specified in our second pillar “shared learning”, in order to raise efficiency and overall effectiveness of development cooperation to finally reduce rural poverty.
