In October 2006, the General Affairs and External Relations Council of the EU adopted “guiding principles” for a division of labour in EU development co-operation and stated its intention to define concrete steps to operationalise them. Based on an analysis of relevant concepts and existing experiences, the present study develops concrete proposals how these principles could be implemented.
It defines complementarity as the optimal division of labour between various actors in order to achieve optimum use of human and financial resources, based on their comparative advantage. This can take place as cross-sector, cross-country and in-country complementarity.
