Territorial development is a specific development approach for rural areas. It aims to create opportunities for future rural populations.

The sector strategy 'Rural development and its contribution to food security' was presented in 2011 by the German Federal Ministry for Economic Cooperation and Development (BMZ). It defines the programme framework for German development cooperation (GIZ) in the field of rural development.

The strategy's four key areas of support are:

• Development of the rural economy
• Sustainable management of natural resources
• Provision of social services and technical infrastructure
• Improving the policy and institutional environment

This paper, written by the GIZ sector project Rural Territorial Development on behalf of BMZ, is conceived as a guidance document for German development cooperation. It supports both political decision-makers at international level and governments of partner countries in drafting and implementing their policies to promote rural areas.
