Policymaking for agriculture and rural non-farm enterprises - where the main actors are private farmers - can be more complicated than for sectors such as health and education where government supplies most services.

• The inclusion of a wide range of rural stakeholders, especially the rural poor, in ARD governance is necessary for enhancing development outcomes in the sector
• Country leadership is often weak. Therefore key to better aid for the sector is supporting better governance that allows domesic leadership to emerge
