Turning the Roadmap into Action

The Tri Hita Karana (THK) Roadmap for Blended Finance is an international unifying framework for mobilising additional commercial capital towards the SDGs. Under the leadership of the Government of Indonesia and the OECD, the Roadmap was launched on the side-lines of the IMF/World Bank Meeting at the Tri Hita Karana Sustainable Development Forum in Bali, Indonesia on 11 October 2018. The THK Roadmap establishes a shared value system among international partners, and the terms of reference that enable collective action among a variety of actors that are required to deliver on the SDGs. The goal is to achieve together an outcome that is greater than the sum of the organisations represented, by mobilising and better-targeting additional resources for sustainable development.

Key partners from governments, international organisations, development financiers and private sector entities, will now work towards turning the Roadmap into action. The action will be centred around five areas: (1) Practice: translate the common narrative into good practice, (2) Mobilisation: Accelerate mobilisation of private commercial finance, (3) Transparency: Build on efforts to facilitate transparency in the use of blended finance, (4) Build inclusive markets: Addressing specificities in the local and international investment climate, and (5) Impact: Promote measurement and monitoring of the impact of blended investments towards the SDGs.

Those who operate in the blended finance market are invited to come advance the five action areas by joining working groups on each area. At the next Roadmap coordination meeting at the sidelines of the IMF/World Bank Spring meetings on 11 April 2019, the action pillar will be firmed up by launching work plans and moving into an implementation mode.
