This policy brief, “Cuts in official development assistance: OECD projections for 2025 and the near term”, examines the question of where cuts to official development assistance (ODA) may fall.

OECD projects a drop in net ODA of between 9-17% in 2025, following a decline of 9% in 2024. The projected decline is driven by announced cuts from major providers, and it would hit the poorest countries hardest. Coordinated, transparent action is urgently needed to mitigate the consequences of cuts in ODA for the poorest and most vulnerable populations.
