Report by ODI, What Makes Finance Ministry Officials Tick, explores how financial ministry officials actually think and act, apart from the common perception.

ODI has published a report based on a global survey of finance ministry officials, analysing how policy priorities are set and resources allocated. The report focuses on how finance ministry officials actually think and act, contrasting with traditional assumptions. Contrary to common perception, the results show that finance ministry officials actively seek social sector investments, prefer equity and social spending, and favour to balance both short and long-term development tasks. It did not solely focus on short-term fiscal austerity.

Furthermore, they do not view themselves­—whether pragmatically or politically—as dominant actors. Instead sector ministries, heads of government and external actors are all prominent influences. They also acknowledge the influence of civil society organisations and development partners, such as the World Bank and IMF.
